Good for, and not made for.
Good for: fishing, walks and time outside when you want your arms, neck and face covered. Pull the face cover up when you need it and leave it down when you don't.
Not made for: cold or wet weather on its own. It's a stretch shirt, not a jacket, so wear a warm or waterproof layer over it on those days.
